Actually it is upstream's bug, but they just don't default to using the
gnome fpicker even when running on gnome.

Confirmed, if I understand this correctly the fact that it shows up in
gnome taskbar twice is an symptom of the issue, apps like gedit only
show one item even if the open dialog is visible. The upstream version
does this correctly so it is most likely a bug in the gnome dialog from
ooo-build.
