Here is a workaround :
* download ipaddress-1.0.23-py2.py3-none-any.whl from
https://pypi.org/project/ipaddress/#files
* put it in /usr/share/python-wheels/
* try "tox -rv -e py27" again
(Hope this helps... I'm not sure you will have more support on tox/pip,
as python2 is not supported anymore)
