As this is quite an invasive change I'm proposing that we don't stable
backport this and wait for the 20.05 charm release for delivery into
stable.

backwards compatibility.
Prior to Queens (when the v2.0 API was still there) the current
bootstrap method for the Keystone charm would give you a default domain
