A good thing to try is to use Hirsute or Impish, which has a different
upstream version than Focal, and see if the behave is the same. In case
the bug is fixed in a newer version we could bisect and try to find the
needed patch.

I just tried to connect to an iscsi target from my Ubuntu Focal
workstation and I was not able to suspend and then wake up my system, as
both of you described. Your analyses seems right, the iscsi target might
be delaying the whole process.
