Seems this is a version mismatch issue, I can reproduce this in a virtualenv with python-openstackclient==3.18.0 python-senlinclient==1.7.0 The issue simply seems to be that senlinclient needs to be updated for stein, 1.7.0 is from rocky or older, if I install 1.9.0 or newer, the issue goes away.
