This kind of flickering is going to be low-level. So we should look at
the kernel log. If the kernel driver isn't reporting errors then it
would probably be a hardware fault.
Please wait until the problem happens again and then run:
dmesg > dmesgonflicker.txt

Having spent time with this issue here are my observations. Issue comes

Flickering is not visible during screen capture. The most flickering I
encounter is when scrolling a new html page. The more images on it the
more it seems to flicker.
