As Eric noted above this is currently stuck in cosmic-proposed due to an
autopkgtest failure. Sahid is working on adding heat-dashboard armhf to
the big_packages list to allow for more testing time in cosmic. Note
that disco tests pretty quickly due to dropped py2 packages.

This bug is awaiting for verification to start being eligible for
release in cosmic-updates and unblock bionic horizon package release
too. The packages both reached their 21 days in -proposed.
Any idea when the verification can be done to unblock other horizon SRU
waiting for this to be released
