Maybe this is related: I am also behind a proxy, Synaptic works with my
proxy-settings, but for example apport (gui and command-line) can't connect.
Uploading a crash report, I always have to use apport-cli tunneling the proxy
with tsocks.
Using Hardy amd64.

command line (not surprising). Could you investigate why that might be
timing out as well.
