This error can happen when there is a problem with your sendmail.cf: It
seems that Debian's sendmailconfig doesn't properly handle errors in
sendmail configuration files. For instance if there is a syntactic error
and you see a message like:
Creating /etc/mail/sendmail.cf...
m4:/etc/mail/sendmail
Additional Information as of 2019.02.26 (Ubuntu Linux 14.04.1) Had to
reset all directory permissions again in order to start Sendmail again.
