effect level will prevent title bar from showing at all.

This is a current bug in Intrepid 8.10 fresh install with an Nvidia
Geforce2 MX400. Any desktop effects kill the title bar. Also in Kubuntu
8.10, any desktop affects prevent 3D applications working.
