I am not having this issue in Lubuntu 18.10 and libreoffice-calc Version:
6.1.5.2

Locale: en-US (en_US.UTF-8); Calc: group threaded

At least with the current settings of Lubuntu 19.04 and libreoffice-calc
1:6.2.2-0ubuntu2, I can confirm this is not an issue.

If you play the video in vlc, it can be slowed down.
You can see a popup that says "border style" appear and disappear.
