I'd imagine there are new log files from the failed upgrade attempt.
Could you add /var/log/dist-upgrade/main.log and /var/log/dist-upgrade
/apt-term.log?

I just did what you told me but it doesn't affect the upgrade process. I
am still finding the same error.

You might try using the version of ubuntu-release-upgrader from bionic-
proposed and then passing the environment variable which allows PPAs to
the release upgrader e.g.: "RELEASE_UPGRADER_ALLOW_THIRD_PARTY=1 do-
release".
