Ubuntu Bionic (which contained v0.97 and v0.98) are out of standard
support, and I cannot reproduce this issue on Ubuntu Focal (Netplan
v0.104) anymore. So I'm closing this bug report.
Please re-open if you think this is still an issue.

Yep, confirmed here too...
Running up a couple of new nodes, and was losing my mind trying to
figure out what I was doing wrong. Went back to an existing node to
confirm our rollout docs were correct, and config was correct, only
thing I could find was existing servers were running 0.97-0ubuntu1~
I have the same issue on my gre tunnels.
