I think hplip got uninstalled due to that hpcups filter is missing and
you are seeing the error. Could you install hplip.

commands
apt-get remove --purge cups
apt-get install cups

Could you check the hplip version
dpkg -l | grep hplip
uninstall the default hplip package which come default with distro.
sudo apt-get remove
Then do fresh install of hplip-3.19.3 and install plugin manually using
sh for the same hplip version.

Yes you are correct, its just the plugin that doesn't install.
Will hplip support Mint 19.1 officially? I see in the latest release you have
added support for other distros.

I also tried hplip 3.19.1, it just can't download the plugin, so I've
downloaded and installed without problems, however, the hplip
installation stops at the plugin installation.
