seeing the same behavior even as of 2020-10-28, basically it's only the
ceph-mgr binary specifically that effects my own ability to run ceph on
odroid-hc2 armv7l systems.

Currently ceph 12.2.x packages for armhf are build with tcmalloc(google
perf tools) even though tcmalloc has issues with armhf.
Please either remove libgoogle-perftools-dev as build requirement for
ceph on armhf, or use libjemalloc-dev instead (jemalloc works fin
