I'm not sure that we can call this confirmed at least in how it's
defined ("verified by someone other than the reporter"). What we need
are clear steps to reproduce that. Without that, it's unclear how to fix
it. It could, for example, be a hardware issue of some kind.

Original install was Ubuntu (3-4 years ago?), along the way I installed
the XFCE meta package (forget if it was the xubuntu meta or what), and
switched the DE to XFCE, but the core is base Ubuntu. That's why I use
that nomenclature.

You're saying Ubuntu but you're using the XFCE desktop? Are you actually
using Xubuntu? In any case, we'd need to have some understanding on how
you have things set up so we can figure out what's controlling power
management.
Perhaps attach your $HOME/.xscreensaver as a start, too.
