Marking as Confirmed since evince 2.20.1 showed "Security No" under
document properties. Acroread has a more extensive document security
description. Evince should accurately report document security
properties.

Thanks for your bug submission.
If you open with acroread (8), and view the security settings, the
document is set to "Printing No" so the security settings do not allow
printing. That is a shame.
To install acroread and verify yourself:
>sudo apt-get install acroread
