I've verified this LP in all 3 releases, by installing the package sin
-proposed and checking the command-line of kdump kernel, which contains
"reset_devices" for all the 3 versions tested:
1:1.6.3-2~16.04.2 for xenial,
1:1.6.5-1ubuntu1~18.04.4 for bionic,
1:1.6.6-2ubuntu2 for eoan.

Make reset_devices parameter default for kdump and deco
The attachment "lp1800566_eoan.debdiff" seems to be a debdiff. The
ubuntu-sponsors team has been subscribed to the bug report so that they
can review and hopefully sponsor the debdiff. If the attachment isn't a
patch, please remove the "patch" flag from the attachment, remove the
"patch" tag, and
