It seems to have been fixed in Ubuntu 20.04:
/etc/apt-cacher-ng/acng.conf
# Default: ^(bugs\.debian\.org|changelogs\.ubuntu\.com):443$
# PassThroughPattern: ^(bugs\.debian\.org|changelogs\.ubuntu\.com):443$

Ubuntu now uses https to connect to changelogs.ubuntu.com (LP: #1744318)
When using ACNG, this causes two things to break:
do-release-upgrade tries to download from changelogs.ubuntu.com via
https, and fails
The daily release-upgrade-motd fails to connect to
changelogs.ubuntu.com, and generates
Status changed to 'Confirmed' because the bug affects multiple users.
** Changed in: apt-cacher-ng (Ubuntu)

There is 02proxy
Acquire::http { Proxy "http://cache:3142";; };
