My PC had this issue. It was an Intel chip and a Logitech mouse,

Please let me know if you need anything else to investigate the issue.
It looks like my keyboard is also lagging. I have to type very slowly so the
keys are not skipped.
Both are Logitech devices.
Thanks a lot!!

I also have this issue.
Plugging it in to a USB3 port solves the issue, but I don't want to waste my
precious USB3 ports for a mouse.
I experienced the issue with Ubuntu Studio 19.04, 19.10.
With 18.04 it works fine.

I just tested 5.0.0-23-lowlatency kernel with the mouse plugged into a

So it's specific to AMD systems.
Does this only happened to EHCI (USB 2.0) ports? Does this happen when
it's connected to xHCI (USB 3.0)?

I tried now with 'linux-generic' package (provides currently linux-
image-5.0.0-20-generic). I did not experience any mouse lag issues,
upon any successful* boot. So in that sense this is 0/10 reproducible
with 'generic' kernel variant.
With 'lowlatency' kernel the mouse lag issue is roughly 5/10

I just saw this right at boot. The mouse was lagging already at the
login screen. And the login screen took around 10 seconds to show up
after the first two lines of kernel boot messages. (Usually takes around
2 seconds).

In that case I'm keeping this as incomplete, especially since OP
(ronso0) has failed to verify with suggestions given by kaihengfeng. I
feel like there is some hardware commonality here, and would like to see
some hardware specifics as previously requested to better triage this

But again, after one reboot this did not reproduce. So it is not 10/10
