The window that seems to cause this behaviour is part of the package
"displayconfig-gtk", (maybe) it could be assigned to it.

I can't post more information because yesterday I had to format my laptop,
sorry but I really needed to.
But I think I have more info, I remember changing this, that could have
triggered the error:
Login Window Preferences / Security / Configure X Server / Command. I
wanted to include "-dpi 96"
Just found the dialog:

Could you send us the version of Ubuntu you are using
and the output of dpkg -l xorg

I fail to see how this is a xorg issue. "Some changes" that you did
probably broke something, and it drops to a shell because shutdown
fails. Why and how it does that is a mystery to me.
