Emerald from git does not include this. Plus, it makes more sense to get
emerald themes from one of the opendesktop.org sites, like gnome-
look.org etc.

i have had the same issue too.
the problem seems to be, that the svn mirror has moved.
Try starting the emerald vom command line and then klick fetch.

Yes, the bug still occurs.
On GPL'd themes and a progress bar showes up, but then disappears after a
moment.
On non-gpl'd themes, I get a "error calling tar", yet tar is installed.
I have accepted the generation.no cert.

it recently. We were wondering is this still an issue for you?
