Just a note, the ZNC package in Ubuntu is based on the ZNC package in
Debian. That package was not written by-default to behave as a system
service, unlike other distributions where they give you that option.
This may ultimately need to be sent up to Debian for proper handling at
the package level

znc sources include systemd service file[1] but it's not included in the
package. systemd support can be enabled with --with-systemdsystemunitdir
configure option it seems[2]. There's some information about running znc
as a systemd service on the wiki as well[3].
