sorry for the late answer. You've got an uncommon setup, not sure if it
is "valid" because I'd expect a foreign-architecture on a system to just
work.
I'm not totally sure if wineserver64 (a 64-bit program) not running on a
32-bit system with "some" 64-bit parts is a bug. Maybe this dep

On Lubuntu 32-bit 18.04 wine-stable installs wine64 with hundreds of other
amd64 packages (~ 700 MB), so wine doesn't work:
- $ winecfg
- wine: created the configuration directory '/home/ich/.wine'
- /usr/lib/wine/wineserver: 15: exec: /usr/lib/wine/wineserver64
