Problem is in ubuntu-defaults-builder package, /usr/bin/dh_ubuntu_defaults
script - for Firefox 59+ this script should add line
intl.locale.requested=""
in file /usr/lib/firefox/distribution/distribution.ini
I'm attaching a patch againts /usr/bin/dh_ubuntu_defaults script

Problem exist also in ubuntu-defaults-it , ubuntu-defaults-zh-cn and
ubuntu-defaults-baltix packages - line
intl.locale.requested=""
is missing in /usr/lib/firefox/distribution/distribution.ini
