Sorry, but Ubuntu's Stable Release Update policy usually does not allow
major versions of software to be upgraded. I expect Ubuntu 18.10 will
likely get ffmpeg 4.0.
If a particular app you use is available as a snap or Flatpak, it's
possible for it to use a newer ffmpeg version.
