X-KDE-SubstituteUID=true
X-KDE-Username=root
can't be used.

I often use :
X-KDE-SubstituteUID=true
X-KDE-Username=root
in the file ".desktop" for applications who may have root id.
Example, luckybackup, system-config-samba
No bug in a plasma session.
