similar issue in 18.04.4, `gnome-shell 3.28.4`
$ xrandr | grep " connected"
eDP-1 connected (normal left inverted right x axis y axis)
DP-1-1 connected 1920x1080+1920+0 (normal left inverted right x axis y axis)
521mm x 293mm
DP-1-2 connected primary 1920x1080+0+0 (normal left inverted right x ax
have this issue with 18.04.2 with my 3 identical monitors.

I'm using 18.04.1, together with gnome flashback (3.28.0-1ubuntu1.3).
For me, night mode only works with one screen, which is the primary
screen. In my case, this is an external screen.
With all 3 screens attached however, night mode however does not work with my
two other monitors:
- one intern
I am using GNOME Shell 3.28.3 in 18.04.1 and the issue persists on one
of four monitors.

To manage
I am using GNOME Shell 3.28.3 in 18.04.1 and the issue persists with
three monitors.
I use two external monitors. Night Light works on the first two but not
on the third one.

Yes the issue is annoying.. To have the second screen Night Light
enabled, change the default screen to the other screen and back to first
one - the second screen should have Night Light enabled. The same thing
you have to do when disabling Night Light. - at least it works for me
like this.
