I changed the settings under System > Preferences > Encryption and
Keyrings > PGP Passphrases. The default selection was the first item
"Kennwörter nie merken" ("do not remember passwords").

Same bug on my system: if I receive an email, which is signed, encrypted
and has one attachment, the password dialog box appears three time for
one mail.
I upgraded from dapper to hardy. Ubuntu 8.04, Thunderbird 2.0.0.14,
Enigmail 0.95.6
