Dell XPS 13 9360 bluetooth (Atheros) won't connect after resume

I've experienced this issue with bluetooth being unavailable after a
suspend for a quite long time (Ubuntu 18.04, 18.10). Sometimes after a
resume I think I'm even unable to connect to the wifi.
$ uname -a
Linux bacon-xps 4.18.0-15-generic #16-Ubuntu SMP Thu Feb 7 10:56:39 UTC 2019

I'm experiencing this after restart. Turning on and off makes it work
again.
