I've seen something similar in Ubuntu MATE 17.10. We boot the live
session a lot at work on various PCs that people bring in, and maybe 1
or 2 out of 10 do something like this. What we get is what is described
in this bug, except we get the correct desktop background and NO
Welcome. If Welcome load
