* Merge from Debian unstable (LP: #1741070). Remaining changes:
- Add brltty-setup, installed in both the udeb and the normal system.
- Add initramfs integration to run brl

Hello,
Thank you Julian K for the packaging.
I've tested it and it works. My braille display has been correctly
detected after the BRLTTY service was launched.
The BRLTTy service is not activated by default at startup. I don't know
what was the behavior on the previous version.
