fwiw, I copied the two sample files /usr/share/doc/quagga-
core/examples/vtysh.conf.sample and /usr/share/doc/quagga-
core/examples/zebra.conf.sample into /etc/quagga, removed the .sample
extension and started the zebra service:
# systemctl start zebra
# systemctl status zebra
● zebra.service - GN
