This is indeed a mutter "feature". Use 'gsettings set org.gnome.mutter
auto-maximize false' to turn it off.

Ubuntu 18.04, latest Firefox as of today, always opens up maximized. For
what it's worth, it does not happen with any other apps *with the
exception* of Chromium and Chrome, which both open maximized. (Intel
Graphics).

If the Firefox windows is larger than some limit when closed, it will
open in full-screen mode next time it is opened. If smaller than this
limit, the size at close will be used as the size when reopened.
