I guess I you're right and the fix has been committed.
But I feel it's still not proper.
Look at my attachment. I can hardly read the number (is it 12?).
Will ask upstream to take another look at it and maybe make it slightly
bigger.
What do you think?

And this is on Bionic. To with 17.10.2 and bottom with 18.04. Indicators
are larger with 18.04.

I tried g-s-e-appindicator 17.10.3 from artful-proposed and it is fixed.
In the screenshot attached the indicator at the top of the image are with the
version from artful-updates and at the bottom (with larger icons) with the
version from artful-proposed.
Marking as verification-done for artful.
@orshiro: this is the upstream fix which added 2 to the icon size, maybe
the value isn't enough, do you mind commented that on the upstream bug
report you filed?

I just tested it with Telegram Desktop but the icon still looks too
small to me.

I enabled artful-proposed and installed the latest version:
