Figured it out, the pci_hyperv module is not in -generic but in linux-
image-extra-virtual. I thought that for SRIOV and GPUs were had moved it
to -generic, but I guess that was dropped when linux-azure was pulled
together. Can we move it?

Yes, it certainly used to work on 4.4.0-75 and 77, and all of the 4.4s
still work on the NC series. Since all of my tests are using a current
16.04 userspace I'm trying to figure out if something else has happened
(or if a host change broke it).
