Thanks for the hint regarding backports. I had it set in the software
settings but obviously this did not include the budgie ppa.
The same dependency is still in place in ubuntu-budgie-desktop
Btw: It was not easy to figure out the source of several issues. I doubt
that ordinary users might go ou
TLP is uninstallable for 17.10.
For the majority of users TLP does not cause issues. So it more
beneficial for the majority.
If you enable backports via budgie welcome recommendations and update
you will be able to also uninstall TLP without affecting core packages
