found this when searching for the same problem on arch-linux, i got it
working again by launching tweak-tool and killing dependent python3
processes

Did it work again the next time you tried to run Tweak Tool?
I've seen Tweak Tool hang on startup when I was testing it and I just
killed it and restarted it and it worked the next time for me.
