Not an issue here using Thunderbird 60.4.0 in Ubuntu 18.04.
So further to comment #5 closing this as being fixed.
Please let us know if you still see the issue as reported in a currently
supported release of Ubuntu.

Cannot drag vertical scroll bars in main window of Thunderbird.
Note: problem only occurs when Today Pane is open. If Today Pane is not
displayed, scroll bars work properly.
Scroll bar also works properly in Write Message window. Only main window is
affected.
