The gerrit review you linked to is master for trove and that corresponds
to ocata. zesty is the ubuntu release that will have ocata, which is
also backported to xenial via the cloud archive.

Hi Heather, This is available for xenial via the ocata cloud archive.
To enable that:
sudo add-apt-repository cloud-archive:ocata
sudo apt update
If you need this in earlier releases of openstack then we'd first have
to get the upstream patch backported to the stable/newton branch before
anything
