debian/postinst checks if the folder is available, then tries to install
the file:
unud=/var/lib/update-notifier/user.d

cp -f /usr/share/moodle/moodle-reconfigure-required.update-notifier \
/var/lib/update-notifier/user.d/moodle-reconfigure-required
fi
