Thank you for bringing this bug to our attention. Unfortunately a paper
cut should be a small usability issue that affects many people and is
quick and easy to fix. I'm afraid this bug can't be addressed as part of
this project.
Further , GDM is being changed in 9.10, not yet visible in the alpha

Currently, during login, the login process, the desktop switches colors
I may have been mistaken in my original analysis. I believe it is just
the GDM background that displays during startup. You should only need to
change the background color under the "Login Window" settings, not your
Ubuntu background color. Thank you again for helping to improve Ubuntu!
