Thank you, further investigation proved that the modems buffer was filling.
Baud rate from Computer to modem is 115200. Internet connection about 30k.
Obviously this is not a bug. My apologies.

This sounds like a hardware problem. Your modem chokes when too much
data is sent to it. Please try lowering the baud setting in the dial-up
settings and verify that handshake is properly set up.
