Draging to the application bar works only if windows are not grouped.
When grouped nothing happens.
Should my request be split into 2?:
1. bug - when windows are grouped
2. feature request - to even allow hotkeys during Drag and Drop

Thanks for your report.
I think this is not a valid bug, in fact in GNOME, you have simply to move the
mouse on the application bar while dragging.
Feel free to tell me if i wrong!
