Latest kernel (4.8.2 I think) can boot IF I go to grub settings (to choose that
kernel).
Without it even that kernel ends in that panic error.

Do any prior kernels boot, that would tell us if it is a kernel bug or
not. Maybe try a Trusty kernel:

The situation is crazy.
I have -43, -42, -38 and -36 kernels.
The bug is not in "quiet splash" option.
All of them can boot only 1 of 8 times, no matter which one, no matter
whether "quiet splash" is present or not.
It is probably not bug in kernel.
