I verified this by enabling trusty-proposed in my /etc/apt/sources.list
file before attempting the upgrade. I then ran sudo do-release-upgrade
and the upgrade to 16.04 was successfully calculated, for good measure I
also ran the upgrade and it also succeeded.

Hello John, or anyone else affected,
Accepted backuppc into xenial-proposed. The package will build now and
be available at
https://launchpad.net/ubuntu/+source/backuppc/3.3.1-2ubuntu3.1 in a few
hours, and then in the -proposed repository.

If you change the dependency in backuppc from "libcgi-pm-perl" to
"libcgi-pm-perl (>= 4.26-1)" things should work.

Am current with all updates to 14.04 LTS
