I fixed the issue with:
apparmor_parser --purge-cache
apparmor_parser -R /etc/apparmor.d/usr.sbin.libvirtd
apparmor_parser -r /etc/apparmor.d/usr.sbin.libvirtd
systemctl restart libvirt-bin
