Thanks Robie, in fact for the dpgk 16.07 packaging we were doing just this
change (cleaning up dep3 headers) this week.
Plan was like #2 and refreshing all remaining open patches with a proper header.

upstreamed" should really be "Origin: upstream, abc123" (or "Origin:
backport, def456" if y

Ok, I identified another FTBFS issue due to this work (bug 1600729) which is
good to catch it now early on.
I backported all needed fixes for gcc and the upload is ready. Attaching
debdiff now.
Builds in sbuild and ppa, now also builds after enabling
http://ppa.launchpad.net/ubuntu-toolchain-r/t
Xenial won't change to gcc6 default, so no SRU needed
