I am not able to see qemu 2.8 in -proposed at this moment:

This has been in progress for a while. Updating qemu, requires updating
other related components and making sure we don't introduce accidental
regressions. This work is on track for 17.04 as far as I am aware.

FYI - I was waiting for 2.8 to appear actually and planning to work on 2.8 as
soon as the current libvirt updates I'm working on complete.
But it will need some cleanup and I'm on business travel in between, so don't
expect something like next week.
