I can confirm this one. Icons on desktop have to be aligned to grid and
panel auto-hiding must be off to reproduce it. After disabling icon
alignment things work as expected - icons will "move" to make a space
for panel.
Running Kubuntu 7.10.

Forgot to say that the problem isn't related to the fact that I have two
panels. On the new user's account, I have only one panel and it hidse
the icons, as you can see in the attached screenshot (I reduced my
screen resolution to 640x480 to take it).
